Quick Review: Stylistically sharp, if also very sleazy, Todd Phillip's latest cinematic shapeshifter is narratively all-over-the-place, but still zestful in flair and execution, and frankly said, it gets increasingly fun watching two old high-school friends get into the arms business so daringly, as their eye-opening story grows better with each scene, primarily in the second half. The untypical locations make it interesting, but it's the lead tandem that turns "War Dogs" into a kind of satisfactory experience.
